Context and justification of the need Expertise France requires the hiring of two (2) rental vehicles to support its office operations under a one-year agreement. The service shall primarily include vehicles only (without drivers and fuel). However, for the first month of the contract, the service provider shall supply one (1) of the two vehicles with driver included to support initial operational needs. The vehicles will mainly serve the Expertise France Head Office, with an estimated daily usage of approximately 10–12 km within Addis Ababa. II. Objectives and desired results 1/General Objective To establish a framework contract for the provision of rental vehicles to support Expertise France office operations. 2) Specific Objectives To supply two (2) rental vehicles for office use To ensure vehicles meet the required technical specifications To ensure safe, reliable, and uninterrupted transportation services To provide vehicles in good mechanical condition, verified during inspection To provide (for the first month only) one vehicle with a qualified driver 3) Excepted Result Provision of vehicles that pass Expertise France technical inspection requirements Clean, well-maintained, and roadworthy vehicles Reliable vehicle availability throughout the contract period Immediate replacement of vehicles in case of mechanical failure or other issues Availability of a qualified driver and fuel support during the first month only I.
