Overview of the Assignment Project Title: Monitoring and Evaluation Consultancy Services for Baseline Assessment and M&E Plan Development Beneficiary: Expertise France Location: Addis Ababa, Ethiopia Implementation Period: August 25th, 2026 – December 7th, 2026 (Total estimated duration: 3 months) Scope & Objectives The main objective of this consultancy is to establish a strategic and analytical foundation to measure, manage, and learn from project results. The selected service provider will refine the project's theory of change and logical framework, set SMART indicators, and develop a robust baseline and monitoring & evaluation (M&E) framework across the three core program components: Enabling Environment & Institutional Capacity Enterprise Pipeline & Intermediary Development Investor Activation & Market Infrastructure Special emphasis is placed on mapping actors, assessing cross-cutting gender dynamics (specifically barriers for women- and youth-led SMEs and startups), and evaluating ESG practices in the Ethiopian capital market ecosystem.
