Subject: Invitation for Expression of Interest (EOI) – Energy Audit Dear Prospective Bidder, The International Livestock Research Institute (ILRI) invites qualified and licensed energy audit consultants, energy auditors, or energy service companies to submit an Expression of Interest (EOI) for providing Consultancy Services for Comprehensive Energy Audit and Energy Management Compliance Assessment at the ILRI Addis Ababa Campus. 1. Objective and Scope of Work The primary objective of this assignment is to conduct a campus-wide energy audit and compliance assessment to improve energy efficiency, reduce operational costs, support regulatory readiness, and advance ILRI's sustainability goals. The detailed Terms of Reference (ToR) will be shared with shortlisted firms. However, the scope of services includes, but is not limited to: Establishing a campus-wide energy baseline and energy balance. Reviewing electricity, diesel/fuel, and hybrid solar PV data and performance. Assessing electrical systems, transformers, backup power, pumping systems, laboratories, cold rooms, and other major loads. Identifying Energy Conservation Measures (ECMs) with financial and GHG emission reduction analysis. Reviewing compliance with applicable Ethiopian energy regulations and proposing an energy management framework. Developing an energy KPI dashboard framework and an Energy Efficiency Investment Plan. 2. Eligibility & Submission Requirements Interested firms must demonstrate validity of licenses, registrations, and technical capacity in line with the Petroleum and Energy Authority / Ethiopian Energy Authority. To be considered for shortlisting, your EOI submission must include: Company profile and valid business registration. Evidence of energy auditor/manager/service provider license or certification (including CV of the licensed Lead Energy Auditor).
