Background & Scope The International Livestock Research Institute (ILRI) invites eligible, qualified consulting firms or evaluation teams to submit technical and financial proposals for conducting the Mid-Term Review of the Restoration of Livestock Services in Conflict and Drought Affected Areas of Ethiopia (RESTORE) project. Objective: Formative, independent review assessing progress, implementation quality, and emerging results across all 4 project components and 5 results to provide actionable recommendations for course correction. Review Period: July 1, 2024 – June 30, 2026. Geographic Scope: Selected woredas across Amhara, Oromia, Somali, Afar, South Ethiopia, and Tigray regional states, alongside central stakeholder meetings in Addis Ababa. Assignment Duration: Up to 3 calendar months, starting provisionally in the second week of October 2026. 2. Mandatory Qualification Requirements Bidders will be evaluated on a pass/fail basis before technical evaluation and must provide documentary evidence for the following: Legal Registration: Valid certificate of incorporation/registration and business license. (Ethiopian firms must include valid business license and tax registration). Organizational Experience: Minimum 5 years of demonstrated experience in M&E, evaluations, or advisory work within agriculture, livestock, food security, or resilience sectors.
