Procuring Entity: Oromia Tourism Commission (OTC) Addis Ababa / Finfinnee, Ethiopia 2. Project Background: The Oromia Tourism Commission (OTC) implementing a regional initiative aimed at improving service delivery quality and competitiveness across hotels operating within the Oromia Regional State. As part of this initiative, OTC invites qualified consulting firms to participate in the bidding process for the "Total Quality Management (TQM) Implementation in Hotels in Oromia Regional State" project. The project aims to establish and institutionalize quality assurance systems, enhance managerial capacity, and promote service excellence within the hospitality sector of Oromia. 3. Scope of Work: The successful bidder will be responsible for delivering the following key assignments: 1. Conducting a baseline assessment of current hotel service quality and management practices. 2. Designing and delivering comprehensive training programs on TQM, customer service excellence, and continuous improvement. 3. Developing and introducing hotel quality management systems, including SOPs and internal audit tools. 4. Supporting hotel-level implementation and coaching for at least 80 hotels across major tourism clusters. 5. Establishing a monitoring, evaluation, and certification mechanism aligned with national and international standards. 6. Preparing progress and final reports documenting all processes, outcomes, and recommendations for sustainability. 4. Duration of the Assignment: The total project duration is 12 months (1 year), including inception, implementation, and evaluation phases for the 1st phase with possibility of extension based on performance 5.
