(RFP Minutes of Pre-Bidding MeetingEstablishment of LTA for In-Country Transportation Services (RFP 9202738)Date: March 18, 2026 | Duration: 1h 13m 49s Objective of the Meeting The meeting aimed to establish a Long-Term Agreement (LTA) with qualified local suppliers for in-country transportation of UNICEF program supplies within Ethiopia, including from Addis Ababa to different regions. The duration of the LTA will be 24 months, with the possibility of an additional 24 months based on satisfactory performance. The session provided clarifications on the Request for Proposal (RFP), submission modalities, and evaluation methodology, and addressed questions raised by prospective bidders. Eligibility and Evaluation Eligibility is based on mandatory criteria such as legal registration, trade license, tax clearance, and audited financial statements for the last two years. Joint ventures are allowed only between local companies; international companies cannot act as lead partners. Evaluation follows a two-stage process: technical evaluation (60% weight) and financial evaluation (40% weight). Vendors must score at least 42 out of 60 in technical evaluation to have their financial proposal considered. The final award will be based on the combined technical and financial scores.
